      This error message suggests that either the file vault/core/model/plugins/admin/options/vb3.php does not exist, that it contains unexpected contents, or that it is not readable by the PHP user (possible you uploaded as root, and no recursive ACL exists on your home directory). Please double-check your installation.

      The file has permissions 644. I suspect it should be 755. Should I change all the vw php files to 755 just to be safe?

      It seems you had uploaded the Patch for RC 4 on top of your Gamma 6 installation, rather than the appropriate upgrade package from your current version. This explains the errors you were having. Marking this as Not a Bug.
