Can't install because download file corrupt

I can't find addon-vaultwiki_stub-INSTALL.xml

I downloaded the add on files and I am in the process of installing, but I can't find addon-vaultwiki_stub-INSTALL.xml

It's right in the first directory when you open the ZIP. You will only get the file if you download the complete package. It won't be in a patch download, because it assumes you are upgrading with a patch, and you only need the INSTALL stub the first time you install.

I was able to download your copy of the package and it indeed contains the stub, so I'm marking this as Not a Bug.
