Support IPv6 in Cart

Currently some prospective customers might get turned away because the cart refuses to hold VaultWiki when they add it. This would happen for users with an IPv6 address who aren't logged in (i.e. new customers).

I think it should be working for IPv6 now. Unfortunately I don't have an v6 address or I would test it. Support can be better if we normalize IP addresses and apply compression, but we have to wait to deploy VaultWiki 4 for that. Its IP library is really nice

Reopening this as In Progress so we can implement the VaultWiki 4 IP Model when we migrate the site.
